A higher degree of effectiveness is sought through the various themes of the programme. To this effect, regionally important themes are selected for inclusion in the programme, and the calls for proposals are based on these themes. This allows launching of broad entities, which are composed of several mutually supporting projects. The expertise of regional actors and authorities is utilised when selecting the themes.

The theme of the first Call for Proposals is Cross-border solutions for sustainable spatial, economic and environmental development.

The second theme is Tourism cooperation.

Indicative themes for the next Call for Proposals are:

-          Forest based cooperation and sustainable energy solutions (2011)

-          Cultural cooperation (2011)

-          Social and economic wellbeing (2012)

-          Sustainable exploitation of natural resources (2012)

Sustainable develompment and equality between genders are horizontal themes that will be taken into account on all themes.
