The EU-financing for the programme for the years 2007-2013 is 23,2 million euros. In addition both Finland and Russia are indicating equal amount of funding for the programme. Also the project partners are participating on financing the implementation of their projects.

The financing is channeled through the managing authority, Council of Oulu Region.
