Kulttuurin ja hyvinvoinnin hakukierrokset on avattu
Karelia ENPI CBC -ohjelman neljäs ja viides hakukierros on avattu 1.2. Hakukierrokset ovat kaksivaiheisia ja niiden ensimmäiset vaiheet sulkeutuvat 19.3.2012. Hakukierrosten hankkeet keskittyvät kulttuuriyhteistyöhön ja sosiaaliseen hyvinvointiin.

Kulttuuriyhteistyöhön keskittyvän hakukierroksen tavoitteena on vahvistaa rajanylittävää yhteistyötä kulttuurin alalla ja luoda uusia näkökulmia siihen.
Hakukierroksella rahoitetaan hankkeita, jotka keskittyvät seuraaviin toimenpiteisiin:
- rajanylittävän yhteistyön tukeminen luovilla aloilla
- rajanylittäviä liiketoimintamahdollisuuksien tukeminen ja markkinoiminen kulttuurin toimialalla
- innovatiivisten lähestymistapojen löytäminen informaatioteknologian hyödyntämiseen kulttuuriyhteistyössä
- kulttuuriaktiviteettien hallinnon kehittäminen koulutuksen ja ideoiden vaihdon kautta
- mallien luominen kulttuuripalveluiden tuottamiseen syrjäisillä alueilla
- lasten ja nuorten kulttuuriaktiviteetteihin ja -tilaisuuksiin osallistumisen tukeminen ja kannustaminen
- etnokulttuurisen yhteistyön hyödyntäminen taloudellisessa ja sosiaalisessa kehityksessä
Sosiaaliseen hyvinvointiin keskittyvän hakukierroksen tavoitteena on löytää innovatiivisia ja tehokkaita rajanylittäviä toimenpiteitä, jotka luovat ja lisäävät hyvinvointia ohjelma-alueella.
Hakukierroksella rahoitetaan hankkeita, jotka keskittyvät seuraaviin toimenpiteisiin:
- hyvinvointipalvelujen kehittäminen ja modernisoiminen
- erityisryhmien (vammaiset, ikääntyneet jne.) parissa työskentelevien osaamisen lisääminen
- hyvinvointipalveluiden organisointimallien ja -tapojen kartoittaminen ja kehittäminen ohjelma-alueen erityishaasteet (pitkät välimatkat ja pohjoinen ilmasto) huomioiden
- yrittäjyyden tukeminen ja kehittäminen hyvinvointisektorilla
- lasten ja nuorten hyvinvointia ohjelma-alueella ylläpitävien ja lisäävien ideoiden ja toimintatapojen etsiminen ja kehittäminen
- syrjäytymistä ehkäisevien toimintamallien, kuten esimerkiksi varhaisen puuttumisen mallien, luominen ja kehittäminen
- terveiden elämäntapojen tukeminen ja niihin kannustaminen
- matalan kynnyksen ympäristöjen kehittäminen ja vajaakuntoisten työllistymismahdollisuuksien tukeminen
Rahoituksen hakeminen
Hakukierros on kaksivaiheinen eli ensimmäisessä vaiheessa hallintoviranomaiselle toimitetaan lyhyt hankeaihio (concept note). Aihiossa hankeideasta kirjoitetaan noin neljän sivun mittainen kuvaus ja listataan hankkeeseen osallistuvat toimijat. Ohjelman valintakomitea valitsee hankeideoista parhaat, jotka pyydetään täydentämään täydellisiksi hakemuksiksi.
Kulttuurihankkeisiin rahoitusta on myönnettävissä 3,6 ja hyvinvointihankkeisiin 3,0 miljoonaa euroa. Hankkeen minimikoko on 50 000 euroa. Hakijan tulee osoittaa hankkeeseen omarahoitusta vähintään 10 % hankkeen kokonaiskustannuksista.
Hankkeen toteuttamiseen osallistuvien toimijoiden tulee ensisijaisesti olla ohjelma-alueelta (Pohjois-Pohjanmaa, Kainuu, Pohjois-Karjala, Karjalan tasavalta). Organisaatiot ohjelma-alueen ulkopuolelta voivat osallistua hankkeisiin, jos niillä on hankkeessa tarvittavaa erityisosaamista.
Alustavan aikataulun mukaan valittavat hankkeet käynnistyvät tammi helmikuussa 2013 ja päättyvät vuoden 2014 loppuun mennessä.
Ennen hankehakemuksen laatimista on tärkeää tutustua hakukierroksen hakupakettiin, erityisesti hakukierroksen ohjeistukseen (guidelines). Myös hanketoimijan käsikirjasta voi olla apua hankevalmistelussa. Sekä ensimmäisen vaiheen hankeaihio että toisen vaiheen hankehakemus laaditaan EMOS-järjestelmässä osoitteessa https://enpi.fi.

Public procurement of an independent assessor
The Council of Oulu Region as the Joint Managing Authority of the Karelia ENPI CBC Programme invites tenders from companies and individuals interested acting as an assessor on the programme's calls for proposals concentrating on cultural cooperation, social wellbeing and sustainable exploitation of natural resources. Interested candidates are invited to apply in accordance with the award documentation. The offers are to be sent to the JMA by 21st February 2012 the latest.

The objectives of the calls for proposals 2012
The monitoring committee confirmed the timetables and objectives of the calls for proposals opened in 2012. The calls for proposals concentrating on cultural cooperation and on social wellbeing will be opened on February 1st 2012 and the first phases of those calls will be closed on March 19th. The call focusing on sustainable exploitation of the natural resources will be opened on April 2nd and closed on 27th August 2012.
The applicant's packages will be published once the call in question opens but the objectives of each call can be read already now from the themes' pages.
The information events relating to all of the calls will be organised as follows:
- Kostomuksha 2.2.12 (the even is meant both for Finns and Russian (interpretation between Finnish and Russian) and there shall be a possibility for connecting between organisations interested in implementing the projets).
- Oulu 7.2.12.
- Joensuu 16.2.12.
Tenders asked for the performance of second level controls
Karelia ENPI CBC Programme requests tenders for the performance of second level controls during years 2012-2014 with regard to the projects accepted into the programme.

Third call closed - 24 concept notes submitted
Altogether 24 concept notes were submitted during the first phase of the third call for proposals. The total costs of all the proposals are 14,4 million euros.
The overall objective for the call is to strengthen cross-border cooperation in forest and energy based cooperation. The specific objectives are to find innovative approaches for forest based cooperation and to promote sustainable energy solutions. The overall indicative amount made available under this call is EUR 6,8 millions.
The Selection Committee evaluates the concept notes in December and the invitations to submit the grant application are foreseen to be sent by the end of the year. The second phase of the call will be closed in March and according to the initial timetable the Monitoring Committee will confirm the project selection in June 2012.

Third call opened
Karelia ENPI CBC Programme's third call for proposals is opened. The first phase of the call closes on 3rd Novermber 2011. The call concentrates on activities which seek cross-border solutions for forest based cooperation and for questions relating to sustainable energy.
Financing for multiple use of forests and for sustainable energy solutions
The overall objective for the call is to strengthen cross-border cooperation in forest and energy based cooperation. The intention is to find innovative approaches for forest based cooperation and to promote sustainable energy solutions.
Projects concentrating on following activities will be funded:
- promoting wood and forest related cross-border business opportunities
- improving the wood processing with cross-border cooperation
- supporting and promoting the use of local bio-energy and wood as energy sources
- supporting activities which promote comprehensive energy efficient solutions in community planning and building
- promoting wood as a building material
- promoting forest, wood and bio-energy related investment opportunities in the programme region
- developing forest and wood related know-how and expertise
- developing know-how and expertise relating to sustainable energy, energy-efficiency, energy measurement and control
- supporting eco-friendly and energy-efficient attitudes on living and neighborhoods
- promoting the multiple use of forests
Applying for funding
The call for proposals is restricted; on the first phase of the call a short concept note describing the project idea and listing the project partners is submitted to the Joint Managing Authority. The Selection Committee of the programme chooses the best concepts of which grant applications are submitted to the JMA on the second phase of the call.
The funding available is 6,8 million euros. The minimum amount of a grant is 50 000 euros. No grant may exceed 90 % of the total eligible costs of the action.
The actors participating in the implementation of a project needs as a primary rule originate from the programme region (Oulu region, Kainuu and North Karelia in Finland and the Republic of Karelia in Russia). Organisations outside the programme region are eligible to participate if they have know-how that is needed in the project implementation.
According to the initial timetable the projects of the third call will be launched during summer/autumn 2012 and will be finished by the end of 2014.
Before drafting a concept note or a grant application it is important to familiarize with the applicant's package, especially with the guidelines of the call. Also the programme manual might be helpful. Both the concept notes and the grant applications are drafted using the EMOS system at https://enpi.fi.

The JMA will select one assessor who will assist the Selection Committee in the evaluation of the proposals submitted under the second call for proposals.
